On Thursday, May 23, 2019, at 6:04 p.m., the San Diego Police Department’s Communication Center received a 911 call regarding a shooting on the 6500 block of Kelly Street. San Diego Police Officers arrived within five minutes. Prior to officers arriving, the victim had already been transported by companions to a local hospital. The victim suffered at least one gunshot wound to the upper body and unfortunately did not survive his injuries.
San Diego Police Homicide Detectives were called to the scene to investigate the incident. Although it is very early in the investigation, we have learned the victim was outside and became involved in a confrontation with a male suspect driving a vehicle. During the confrontation the suspect shot the victim and fled the scene in the vehicle.
The suspect is described as a heavy set Asian male, 28 to 32 years old wearing a white and red baseball hat and white shirt. The suspect’s vehicle was described as a tan or gold colored four door sedan, possibly a Honda or Toyota. At this time the motive for the incident is still under investigation.
The victim has been identified as 16-year old Carlos Valdovinos.
Based on information developed during the investigation, 20-year old Andy PHONSONGKHAM was identified as a suspect. PHONSONGKHAM was arrested later the same evening and booked into San Diego County jail for the murder.
